Inherent Issues Perceived With NCRC Preservation of Korean Adoption Related Records.

“NCRC has identified four overseas adoption agencies and four domestic adoption agencies that need to transfer adoption records. In total, they are expected to collect 167,000 copies. While the number of copies may vary, a significant issue remains: they do not obtain adoptee documents from municipal offices (such as Gu Offices and Jumin Centers), Police Stations (related to missing persons and abandonment cases), or Orphanages. This gap arises from the complexities surrounding orphan status and documentation.

Each adoptee's record must be examined from multiple perspectives to distinguish between authentic documents and those that may be fabricated (such as the
Orphan Hojuk). Without this thorough review, the process risks becoming superficial or fraudulent, similar to past practices over the last decade concerning the archiving of adoption-related documents from closed Orphanages, as highlighted in the MBC PD Note Documentary.”
